Query cache was not functional when using PGWire

When using the PGWire interface (port 15432), the query cache was not always utilized. This issue has been resolved.

Aggregates for semi-additive metrics could not be fully used by inbound queries selecting semi-additive metrics

Previously, AtScale built aggregates for semi-additive metrics in a way that prevented them from being fully used by inbound queries selecting semi-additive metrics. This issue has been resolved.
